This paper deals with the problems of limiting the potential for environmental damage caused by nitrate losses in water as a result of agricultural activities. It provides policy makers, in particular the regional governments, with guidance, formed on the basis of available technical information, on selecting a 'framework of intervention' in order to achieve such limitation, while taking account of other possible social objectives.
