Local government and rural transformation in Nigeria within the context of development planning

In spite of over 25 years of development planning in Nigeria, the exercise has not resulted in rural development. One of the major reasons responsible for this is the non-involvement of local governments in the planning exercise. Yet the fact that local governments are the tier of government closest to the grassroots makes them better placed in terms of transforming the rural areas. A case is made for the involvement of local governments in development planning.
