Use of quinine allegedly a WHO-policy

W. H. Wernsdorfer challenges statements made by E. H. D. Smit (Acta Leidensia (1987) 55 21-27) that the WHO has a world-wide agreed policy of using quinine only as a last resort, a policy which has resulted in an absence of the drug in the tropics and millions of deaths. Wernsdorfer quotes from WHO Technical Reports supporting quinine use. In reply Smit quotes Wernsdorfer, WHO publications, and contextual versions of Wernsdorfer's citations from WHO Technical Reports in support of Smit's original contentions.
