In 1970, the Canadian International Development Agency (CIDA) implemented the Ghana-Guelph project, aimed at upgrading the teaching, research and extension capabilities of 5 departments in the Faculties of Agriculture and Science, at the University of Ghana. This article uses the Ghana-Guelph project to demonstrate how development aid can achieve institution building and infrastructural development in the Third World, thereby providing a foundation for further economic progress.
