Giving responsibility back to the farmers: handing over small-scale irrigation schemes to water user associations in West Sumatra, Indonesia

In Indonesia, in the context of the Irrigation Sub-Sector Project (ISSP), small-scale irrigation systems (under 500 ha) have been in the process of hand-over to water user associations since 1987. This paper analyses the experiences in the pilot area of West Sumatra shortly before the handing over of the first irrigation systems.
