Article 39 of the Treaty of Rome lays down 5 fundamental aims of the CAP: to increase productivity by promoting technical progress and the rational development of agricultural production, with an optimum use of resources; to ensure a fair standard of living for the agricultural community; to stabilize markets; to guarantee food supplies; and to provide food for consumers at reasonable prices.
