While the resources available to agriculture in Russia have steadily increased, their utilization has deteriorated. While capital productivity increased in the years before 1975, since then it has gone down. The reason is not primarily shortage of capital but rather badly structured investment and a lack of particular capital goods. In addition the complicated tax system does not encourage farms to make the most effective use of capital.
