The crisis being faced by the cotton sector of Sao Paulo, Brazil, is examined from the period just before the introduction of a new system which eliminated the tying of cottonseed sales to the obligatory insurance enforced by the Secretary of Agricultural Supply (SAA), the only seed supplier. The historical background of the SAA obligatory insurance for cottonseed is given.
