The environmental implications of a European 'farm survival policy'
Policy makers seem agreed that socio-structural policy under CAP will need to be expanded and extended if it is to play a significant role in the long-term restructuring of European agriculture. Spending more on 'guidance' is a very necessary adjunct to spending less on market support; it can fund more selective measures to speed up the restructuring process and, in the form of income support to beleaguered farmers, can help ease the process of retrenchment.
