Analyzing human resource effects: health

Understanding the social effects of policy reform: 137-154

To households in low-income countries living near subsistence levels, small changes in household budgets or health programme provision can critically affect physical welfare. This paper seeks to develop a framework in which the affect of structural adjustment on healthcare provision may be assessed. It first sets out the policy issues surrounding health and structural adjustment, highlighting both meso and macro settings.
