Over the last decade leisure service managers were required to become more accountable and cost conscious, to improve organizational efficiency and to focus even more on the 'bottom line'. This article reports on data collected in the 1980 and 1989 Western Canadian study of municipal parks and recreation spending and examines some of the financial trends and changes that occurred during the 1980s.
