This paper examines the worsening contradiction between labour and land which posed a serious constraint on China's agricultural development: in order to guarantee urban employment the government had strictly implemented the household register system and controlled the supply of food items, but this meant that an increasing proportion of rural labour had to remain in the countryside and cultivate the declining land base.
