Economic analysis of the modification of the French system of foot and mouth disease control

On the 1st of April 1991, France changed its foot and mouth disease (FMD) control system, banning the use of vaccination following a European decision. The previous system relied on an annual vaccination of all cattle and of some sheep and goats. Since 1991, vaccination has been prohibited and the surveillance programme reinforced, including an information campaign for the farmers, and instruction and testing equipment for the veterinarians.
