This paper reports on research which identifies the costs to consumers and taxpayers of import restrictions for sugar. The research assesses the economic benefits and costs to producers, consumers, taxpayers, and foreign interests under alternative agricultural policies which relax existing quota restrictions. Some of these alternative agricultural policies that could be used for sugar include tariffs, deficiency payments, and a move to free markets.
