, : Europe and Africa: the new phase. Europe and Africa: the new phase: x + 213pp.

In the 1990s, Africa is entering its fourth decade of independence from Europe. Two institutional developments give a formal structure to the new phase of relations. One factor is internal to Europe; the completion of economic integration within the European Community (EC) of 12 states in 1992. The other links Europe and Africa; the fourth edition of the Lome Convention covering aid, trade and other largely economic relations in the decade of the 1990s.
