The lecture concentrates mainly on farm animals in western Europe, Norway, Sweden and Finland. The development of animal welfare legislation and animal welfare groups and the improvements in animal welfare which have been brought about, are discussed. The role of governments, the Council of Europe, European Community, welfare groups, scientists, veterinarians, the livestock industry and the public are considered.
