Institutional problems in water allocation: challenges for new legislation

Thailand is suffering from acute bottlenecks in the allocation of water for agricultural, industrial and domestic consumption. In the hope of providing a solution to this problem, the National Research Council has drafted a new water code which is to be put before the cabinet for deliberation. Among other things the measures propose that charges be levied, under specific conditions, on all users.
