The United Nations set a target for humanitarian aid by the industrialized nations of 0.7% of gross national product (GNP). In 1991/92, only the Scandinavian countries and the Netherlands exceeded this target. Switzerland provided 0.41% of her GNP, more than Germany, the USA, the UK, Japan and Luxembourg.
