Policy reforms in Australia and New Zealand have had significant impacts on their agricultural sectors. Through the auspices of the Closer Economic Relations Agreement (CER) signed in 1988 and accelerated in 1991, almost all trade restrictions between the two countries have been eliminated and fostered increased trade. Such reforms have led to greater specialization of production in both countries allowing greater economies of size and lower shipping costs.
