The incentives for marketing system participants, especially producers and intermediaries to supply locally produced and imported cereals to consumers are influenced by government regulatory policies vis a vis the marketing system. To evaluate such policies, for example options and potential impacts of specific rules and roles for public, parastatal, private and cooperative sectors, one must first understand the marketing systems for imported and local grain.
