This paper uses for its base a thesis (Carruthers 1993) which argued that a switch is occurring in the global production base which will lead to the cities of the South producing the bulk of manufactured goods and services, and the North supplying the bulk of food. The argument presented in this paper comprises three strands. First, that as the process of development progresses, the structure of an economy in terms of production, consumption, and trade changes markedly.
