Austria already had a quota system in place and made other changes in its milk policy to ease the transition to the CAP system. The change, in price/returns relationships both for dairy farmers and the dairy industry and a totally new market situation have led to a speeding up of the concentration process at all levels and to structural changes which are still in progress.
