In the past 20 years, intellectual property rights (IPR) have been extended to crop varieties and other innovations that are embodied in living materials. The nature and extent of IPR continues to evolve, amid some controversy. IPR is of intense interest to private innovators but their legitimacy as a public policy derives from their service to the public at large, not just the innovating community.
