Development planning in the provinces: a methodology during transition

The results of a study undertaken at provincial scale in KwaZulu-Natal, South Africa, which assessed development planning are planning. The findings appear to be replicable and could be of value to development planners and officials in other provinces during the transition period. The first part explains the context of the study.
