Growing consensus on farming for food and for development
The paper discusses the fortunes of the Consultative Group on International Agricultural Research (CGIAR) during the early 1990s. At the beginning of this period, CGIAR was suffering from a crisis of confidence, orientation and funding, since they were still perceived as supporters of the Green Revolution. This was caused in particular because of a change of orientation in both developed countries aid budgets, and the policies of developing countries.
