The scope of the conflicting trade and environment interests from the point of view of both the supporters and critics of GATT is defined. Section II further defines the scope of the problem by focusing on specific conflicting agreements, e.g. trade provisions in the GATT conflict with the Convention on Trade in Endangered Species, the Montreal Protocol on Substances that Deplete the Ozone Layer, and the Basel Convention on Trade in Hazardous Waste.
