This chapter discusses ways for Zanzibar to harness tourism to the needs of rural development and environmental protection, by summarizing the obstacles to, and opportunities for, tourism development. In Zanzibar, most coastal communities depend directly on farming and fishing and most natural resources are already over-exploited, so that yields are declining.
