An examination is presented of the Indian Public Distribution System (PDS) considering the way in which the gap between government objective and administrative performance has been closed. The focus is on Andhra Pradesh. The functioning of fair price shops at grassroot level is qualitatively analysed, and the perceptions of government machinery and fair price shop dealers are measured to assess the degree of success in the delivery system.
