Eastern India, with its humid alluvial plains such as North Bihar, has large agricultural potential, but its actual performance has declined due to population-growth related alterations to the hydrological regime. Various engineering measures carried out over the last 40 years have not achieved anticipated improvements and have even proved counterproductive.
