In the three Maghreb countries Algeria, Morocco and Tunisia, the same questions have arisen for nearly 40 years in the cereals sector. They concern the intensification of cereal growing in semi-arid zones, supply of a fast-growing population, the protection of cereal growing and the roles of the state and the private sector in the way in which the sector is regulated.
