Taking the data of NOAA meteorological satellite as main information and the data of ground altitude, land utilization condition, flood situation as auxiliary information, a dynamic flood monitoring system was developed for the Shanghai area, China. Remote sensing was combined with a geographical information system. Based on this system, spatial analysis and synthetic processing of flood information in Shanghai was carried out to obtain accurate flood locations and details of the flood area.
