This paper reports on a fact-finding inquiry carried out in August 2000 to improve the living conditions of farmers around the Flood Lake in Bahgmara Thana, Rajshahi District, Bangladesh. Flood Lake refers to the agricultural fields flooded during the rainy season but which suffer from lack of irrigation water during the dry season. The inquiry reveals that farmers in these areas are poor because the agricultural land and even the housing site are flooded every year.
