This paper discusses the roles of the three types of irrigators (dreamers, schemers and doers), focusing on the factors that shaped the state governance of irrigation systems in Idaho, USA. The dreamers (e.g. migrants to Idaho) acclaimed new ideologies that improved irrigation system would achieve greater agricultural and social stability. The schemers (e.g. state government) ensured migrants and capitalists of fair treatment and special state protections in irrigation projects.
