Recently, the Green Paper on the "Future of Common Fisheries Policy" has highlighted the ineffectiveness of both the policy to deliver sustainable exploitation of fisheries resources as well as the main structural policy objective aimed to reduce fleet overcapacity by means of scrapping vessels, with fishermen deciding whether to accept and scrap their own vessel, or not. For those who accept, public premiums are given to indemnify fishermen.
