A historical overview of animal breeding in Latin America, Africa, and India indicates that private market-oriented programmes of breed introductions, development of new breeds, crossbreeding, and genetic evaluation or selection within breeds occur when there is livestock development, often in cooperation with institutional scientists. Cooperative or public long-term funding is needed to develop programmes directed at smallholders.
