A simulation model of license buyback in the Texas bay shrimp fishery



Marine Resource Economics 18(1): 33-53



The effect of a licence limitation and buyback programme implemented for the Texas bay shrimp fishery (in the USA) on effort, rents, licence price, and consumer and producer surplus is simulated from 1991-95. Results indicate the original programme will not reduce effort and increase rents until year 16 of the programme. To decrease the time necessary to reduce effort, additional funds to buy back licences are needed.
