The Animal and Plant Health Inspection Service (APHIS), an entity within the USDA, has a Plant Protection and Quarantine section (PPQ) that prevents new pests entering and establishing in the USA. The PPQ's role in exclusion, detection and control of foreign pests is undergoing significant change, including a broader definition of "plant pests" and the classification of plants injuring natural resources as "noxious weeds".
