This paper focuses on urban tourism in a developing world city, viz., Johannesburg, South Africa. Specific attention centres on the role of small enterprise development in urban tourism. The major issues surrounding the development of small tourism businesses in two of Johannesburg's former black townships, namely Soweto and Alexandra, which are emerging as centres for so-termed 'township tourism' in South Africa, are investigated.
