This paper reports experiments which show the effects of amounts of nitrogen application and phosphorus, silicate, Ca (OH)2, and rice straw in the waterlogged paddy soil on the heterotrophic nitrogen fixation and Azolla-anabaena symbiosis system. Heterotrophic and photosynthetic nitrogen fixing activities were remarkably increased with the application of phosphorus silicate, calcium hydroxide rice straw than that of N.P.K. alone. More over integrated treatment show much high nitrogen fixing activities than that of ameliorate alone. In pot and field experiment, whole layer and deep placement of fertilizer nitrogen resulted more higher nitrogen fixing activities than surface application. Increasing of fertilizer nitrogen depressed the heterotrophic nitrogen fixing activities. The results indicated that Azolla-Anabaena grown in pots and paddy field affected the increasing of rice yield and reduced the fertilizer nitrogen amounted about 6-9 kg/10a at the one rice cultivation season.
