The snow crab (Chionoecetes opilio) fishery in the Gulf of St. Lawrence began in 1965 with exploratory surveys, eventually developed into an industry generating 150 million annually by 1988, and then appeared on the threshold of total collapse. Management of the fishery evolved through consultation between government and industry where concerns of economic viability and employment fuelled by increasing prices masked insufficient knowledge of snow crab biology.
