Economical analysis of the modification of the protection system against Foot-and-Mouth Disease in France

On the 1st of April 1991, France changed its protection system against Foot-and-Mouth Disease (FMD), following a European decision. Before, most of the protection relied on an annual vaccination of every cattle and of some sheep and goats. Since 1991, vaccination had been prohibited and the surveillance program had been reinforced, including an information campaign for the farmers, a formation and an equipment for all the actors and the constitution of a reimbursement reserve with the aim to indemnify for the losses of the farmers around the outbreaks. The cost of the two schemes, detailed in the paper, have been estimated in 1992 French Francs value. The results show that, considering the annual costs, a real economy has been realized with the zero vaccination program. The estimation of the cost with vaccination is over 237,7 Millions Francs when it is only a little more than 18,8 MF without, i.e. 13 times less. In the same time, the charge for the farmers changed from 80% to 44% of the total, while the charge for public money (state and local administrations) increased. Nevertheless, these estimations were performed considering that the two schemes have the same efficiency in term of risk : identification of a FMD outbreak and rapidity in controlling an epizooty. This hypothesis is not proved.
