CALFED: An Experiment in Science and Decisionmaking

The CALFED Bay-Delta Program is described. The mission of this program is to develop and implement a comprehensive, long-term plan for restoring ecological health to and improving management for beneficial uses of the Sacramento-San Joaquin River system, which covers %7E40% of California's watershed and carries 60 percent of the state's water supply. The CALFED Bay-Delta program was formed in 1994 and represents one of the largest environmental restoration projects in the U.S. The program is also an ongoing experiment in adaptive management and stakeholder interaction. Part of the project involves science expenditures designed to aggressively develop a balanced and authoritative body of knowledge relevant to CALFED actions and their implications. CALFED's major contribution may be the creation of a forum where agricultural, municipal, and environmental stakeholders can come together on an equal footing to discuss highly charged science issues, uncertainties, and alternative resolutions.
