The new regulation on the EC milk quota directive, Milchabgabenverordnung (MilchAbgV), is implemented since April 2007. An important new element of the regulation is the merging of 21 transfer areas for milk quotas in Germany into two transfer areas of "west" and "east". The milk producers in Germany may for the first time exchange milk quotas across the borders of the federal states. In a second step, it is planned to merge the two transfer areas starting in April 2010.
