The terms of reference originally concerned F & M disease alone, but had to be amended to include African horse sickness on account of the epidemic which could not be controlled by slaughter and veterinary police measures; and nearly a year was spent in horse sickness vaccine production. During this period 530, 026 doses were prepared, about 20, 000 doses a week by the end of the period, and 288, 084 doses had been used, with no reports of failures.
