The author compares the co-operative movement in Europe and in the African countries where, in general, it is the state which takes charge of promoting the movement. According to the author the causes of the non-functioning of a large number of co-operative organizations can be summarized as follows: incompetence of the managerial personnel, inflation of the trade costs, interference in the day to day management by the state.
