Competition policy in the European Union

On the basis of the liberalization of imports in 1991, which does not prohibit a black market trade in Hungarian crude oil products, conditions of market competition were established. The TPA (Third Party Access) Regulation of 1993 (withdrawn in 1995) concerning crude oil processing may have been created in haste, due to the effort to meet the earliest possible presumed EU requirements. Consequently, instead of focusing on prevention, we should follow EU statutes, thus ensuring maximum attainable protection of our home industry, similar to identical efforts in other countries. Nevertheless, the most urgent and inevitable measures to be taken in the field of competition control are outlined, including the elimination of the bureaucratic export authorization process by those unfamiliar with the market.
