Enamel opacities or hypoplastic enamel occurred in 14.6% of the teeth of children where the communal water has a very low fluoride content. This percentage may be reduced by raising the fluoride content of drinking water to an optimum level. A baseline determination of such enamel conditions should be added to the DMF indexes in studies made previous to start of fluoridation programs.
