As a consequence of the amendments introduced by the Title I (Amendments to the Public Health Code) of French Law, Chapters I, II, III, and IV of Title I (maternal and child protection) of Book II (health and medical - social action for the benefit of the family, children and youth) of the Public Health Code not contain the following: The State, territorial bodies, and the social security agencies shall contribute to the protection and promotion of maternal and child health, including: preventive measures of a medical, psychological, social, and educational nature for the benefit of the health of future parents and children; actions for the prevention and detection of disabilities in children under 6 years of age, and counseling for families on how to cope with such disabilities; and the surveillance and supervision of establishments and reception services for children under 6 years of age, and of the mothers' aides. The organization and functions of the departmental service for maternal and child protection specify the professional qualifications for personnel and what the services shall organize. Preventive measures concerning future spouses and parents require that the physician performing a premarital examination may not issue the premarital medical certificate until the results of the analyses or examinations are completed. A health education booklet must be given to each of the future spouses when they receive the medical certificate. Preventive measures during pregnancy, after delivery, and concerning the child are listed; establishments and services assisting in the care of the children under the age of 6 are specified, i.e., allowing the collection of human milk only by milk banks managed by the regional authorities or by non-profit organizations authorized to operate by a representative of the State.
