Mandatory HIV surveillance system could be implemented in the next year

A nationwide mandatory HIV reporting system could be in place as early as the summer of 1998, according to the Centers for Disease Control and Prevention (CDC). The issue of whether the system tracks names or unique identification numbers is in contention. The CDC plans to publish an evaluation of the results of two pilot programs that used alternative reporting programs rather than names, and also plans to publish a best practices document in the Federal Register. Many people are opposed to using unique identifiers because such systems are unreliable and unwieldy, and are not readily linked to other systems that track sexually-transmitted diseases and tuberculosis. Others, however, are concerned that using names will breach confidentiality, will link the surveillance reporting system to other controversial programs such as partner notification, and could possibly lead to deportation for illegal immigrants who test HIV positive.
