These regulations expand the scope of benefits under Medicare-Part B to include services furnished by comprehensive outpatient rehabilitation facilities (CORFs). They establish the conditions these facilities must meet to participate in Medicare, define CORF services, specify the conditions under which those services will be covered, and establish CORF reimbursement on a reasonable cost basis. The regulations are necessary to implement section 933 of the Omnibus Reconciliation Act of 1980 (Pub. L. 96-499). The purpose is to enable beneficiaries to receive coordinated comprehensive rehabilitation services at one location, rather than having to go to different sources.
